Kimball Dempsey, Vice President, oversees the Homeowners/Condominium Association Management Division. Prior to joining Pioneer, Kimball was the Branch Manager for one of the largest HOA management companies in Austin. His background includes being a business unit VP/COO for the world’s largest owner & operator of private country clubs & communities in the U.S. where he managed a portfolio of properties in Central Texas valued at over $100 million. Kimball has served volunteer boards & committees for over 25 years & well understands the difficulties they face in today’s challenging economic environment. His background in a service-intensive industry, vast financial & asset management expertise & experience working with governing documents will help insure you receive Pioneer excellence in service & avoid financial pitfalls & governing snafu’s. Kimball directly manages numerous properties and is available as a valued resource to all Pioneer-managed associations.
Duane Knapper, Comptroller, has been with Pioneer over 25 years and supervises the accounting staff. He oversees the preparation and review of all monthly association financial statements, interacts with the CPA for year-end returns and insures questions are addressed on accounting matters if the manager is not available.
Judy Phelps, Community Association Manager, has eight years property and association management experience. Prior to joining Pioneer, Judy was board president of one of the area’s largest single-family home communities and is experienced in deed restriction issues, Texas law and community dynamics.
Kitty Smith, Property Management Director, is a licensed real estate agent and certified property manager. Kitty played an early key role in the redevelopment of several neighborhoods along South First Street as a developer and homebuilder. She oversees leasing and property maintenance of Pioneer’s large portfolio of residential and multi-family properties and supervises two certified leasing agents.
Mike Reinholdt, Insurance and Collections Manager, handles all association related insurance matters including obtaining competitive coverage quotes and claims administration. Additionally, Mike and his team handle dues and assessment collection matters, including workout payment plans, mediation and the filing of lawsuits and liens.
Crystal Wallace, Office Manager, oversees all administrative departments including Resident Relations. Additionally, Crystal handles leasing paperwork for the residential and commercial properties Pioneer manages.
Karen Alexander, Community Association Accountant, answers questions about owner’s accounts, posts dues payments to owners’ accounts, codes invoices for payment, verifies payment amounts against budgeted allocations and handles late notices and late dues collection.
Carrie Torres, Resident Relations Specialist, is the primary first contact residents will have with our office. She is polite and responsible and is cross-trained to answer a majority of an owner’s calls about their association or rental property. However, when necessary, she takes necessary information and responds back to the owner directly.
